Tellurian Applies for New Reduced-Emission Pipeline Project in Louisiana   Tellurian subsidiary Driftwood Pipeline formally applied to the Federal Energy Regulatory Commission (FERC) for permission to build and operate Lines 200 and 300.   The 37-mile (59-km), 42-inch natural gas pipeline would start near Ragley, La., and end near Carlyss, La.
